Jiangsu is the first province to explore and carry out the cultivation of high-value patents. As early as 2015, in the Opinions on Accelerating the Construction of a Strong Intellectual Property Province issued by our province, it was clearly proposed that “the implementation of high-value patent cultivation plan” be implemented. In the same year, the Provincial Intellectual Property Office, together with the Provincial Department of Finance, set up the High-Value Patent Cultivation Program to support the leading backbone enterprises, universities and institutes in the industry to take the lead, together with high-quality intellectual property service institutions, to set up provincial high-value patent cultivation demonstration centers.

After eight years of practice and exploration, 99 provincial high-value patent incubation demonstration centers have been established in our province, and 333 municipal and county-level incubation centers have been set up around the province, covering key industries such as high-end equipment manufacturing, biomedicine, new materials, energy conservation and environmental protection. The province’s 432 high-value patent incubation centers focus on key core technologies, accelerate patent application and layout, and have become the core force to support the innovative development of 14 key industries.
